Slower Framerate code

Can be useful depending on how you use it. Really annoying background noise, but meh, not that much of a problem. Freezes a lot online. Mainly used for time trials. One of the few slowdown codes that can't brick (i believe). Region free.

YYYY = FFFF - activator (NOTE: if you make YYYY 0000, it won't work, so make sure you dont make it 0000)

WWWW = Framerate speed. Higher number in hex, the slower. Be really careful when screwing with this value, you'll occasionally freeze depending on how high or low it is. Recommended value: 01A0
